OVERVIEW:
Efficiency is his goal, Locke believes in being an all around capable fighter with a move set for every situation (even if it means fighting dirty as is his wont), he is very strategic and often already has a path to victory laid out in his head before the fight. His biggest weakness is when his opponent changes the way they fight or are too random to determine, but he usually adapts quickly although the fight won’t go as smoothly as he’d hope.
Locke’s powers are derived from his former,
former life as a shaolin monk where he learns to draw upon his own chakra
which emanates with a golden glow.

Casual/Fighting: White, hooded windbreaker jacket which obscures much of his face with parts of his hair sticking out opened in front to reveal a black t-shirt. Black jeans and sturdy black, laced boots that look like shoes. Black fingerless gloves.

a black coat for more stealth use, but he feels that the redundant-ness
of the black makes him stand out more in casual.
-PERSONALITY-
As an assassin, he was cold-hearted, ruthless, and arrogant. Even now, he isn’t the type of person anyone would want to double-cross. However, he can be charming if the situation needs it and only a few have seen his compassion. He keeps his emotions in check – when he’s angry, he doesn’t yell, when he’s worried, he stays calm (comes with the way he lived his life – showing too much emotion was a weakness) but when he’s irritated, he won’t hesitate to put a person in their place. He's a very strategic thinker and has a plan (or three) for every situation. In the event none of those work, he's still quick to think on his feet and can easily adapt.
While he can be a very grim and serious-minded
individual, he does have a sardonic sense of humor and lets it show every
once in a while regardless of the company he's in. Locke has and continues
to be a very private person – this makes him seem anti-social and unfeeling.
His list of friends is very, very short…there are only a few people he
can trust.

DESCRIPTION: Locke quickly gathers a small
sphere of chakra and hurls it at his opponent in a cross arm sweep; it
is similar in appearance to Ryu’s Alpha 3 fireball, a glowing gold-like
transparent sphere with a windy glow that knocks into his opponent.
SPECIAL MOVE NAME: Lunging Arc Kick
POWER: 1, 2, 4/10
DESCRIPTION: Similar to Yang’s Senkyuutai
from Third Strike except he does not roll, he lunges upward diagonally
with a flying kick to his opponent’s neck the higher he goes the more damage
he does.

DESCRIPTION: Derived from Terry Bogard’s
Crack Shoot, Locke spins and performs and overhead kick on his opponent
which cannot be guarded low.

DESCRIPTION: Locke dashes forward quickly
elbow first followed by a trail of golden after-images. He can choose to
follow this up with a double palm strike which emits a glowing burst of
chakra.
SPECIAL MOVE NAME: Reversal Throw
POWER: 4/10
DESCRIPTION: A counter move, Locke counters
an opponent attack by catching them at the limb, adjusts himself quickly
then drives them head first into the ground behind him.
SPECIAL MOVE NAME: Switch Break
POWER: 0/10
DESCRIPTION: A position change move that
counts as a throw, although Locke has greater range than any other throw
with this move (approximately two feet more) where his hand lashes out,
grabs his opponent and switches sides with his opponent’s back to him for
a split second. Can only be performed on a standing opponent like any throw
move and can be countered the same way.

DESCRIPTION: Derived from Geese/Rock Howard,
Locke gathers a ball of chakra between the palm of his hands and it into
the ground causing an eruption of violent energy spinning madly around
him in a pillar.
SUPER MOVE NAME: Spiral Blast
POWER: 10/10
DESCRIPTION: A grab super, Locke grabs
them ala Switch Break but spins them around to face him as he gathers a
swirl of chakra between his hands and thrusts one hand forward into his
opponent’s abdomen forcing the ball in causing them to rise a bit as their
body is wracked in pain. Naruto fans may recognize this as an adaptation
of the Rasengan ;)
SUPER MOVE NAME: Assassin’s Touch
POWER: 3/10
DESCRIPTION: Golden chakra gathers in
Locke’s open palm and he thrusts it forward quickly causing damage to his
opponent regardless of position or distance as long as they’re within his
sight. It cannot be blocked or dodged and there is no projectile that you
can actually see, though there is a short start up time for the technique.

STORYLINE:
(Also see his profile from BF1 and epilogue.) Very few people know the true identity of the former assassin Locke Koh. For many years, Locke lived his life as a freelance agent/professional gambler. He carried out his assignments quickly and always profited handsomely from them. During the last tournament four years ago, he became an agent for Shadowlaw assigned to capture the Nine Essences. During his assignment, he had suspicions that Bison would double-cross him and took measures to prevent that – which only got him in trouble and terminated from Bison’s employment. Shortly after, Urien recruited him on the condition that he work with Memphis Long to retrieve the Essences. Locke had soon uncovered disturbing information about Naar. It didn’t take long for he and Memphis to change perspective and the two hatched a plan of their own to take down Bison and Urien.
At the end of the last tournament, Locke quit the life of an assassin a very rich man. He moved to Chinatown in New York and opened up a flower shop under a new identity. Over two years ago, he met Meliza while gambling in Atlantic City. Their relationship wasn't very easy in the beginning since it took them a while to open up to each other. Even though their time is limited thanks to her job, they've grown to understand one another over the past two years.
While he could probably never make up for the lives he’s taken, he has lived a quieter, normal life. Unfortunately, when he hears rumors circulating about Shadowlaw, even if it means keeping a low profile, he isn’t the type who can just sit back and do nothing…
